Territorial analysis

Context for public-interest decisions.

Public institutions need evidence about changing territory: land cover, transport corridors, coastlines, water, hazards and infrastructure. Earth observation can contribute a consistent spatial record when the purpose is lawful, proportionate and clearly defined.

From territory to accountable evidence

Optical imagery, radar, elevation models and administrative geography can describe different dimensions of regional change. A planning question might combine land-cover transitions with terrain and flood exposure. A resilience study might compare infrastructure access before and after a documented event. A public-sector analysis should identify the sources, dates, spatial scale and uncertainty that support each statement.

These methods are suited to aggregate environmental and infrastructure questions. They do not justify person-level conclusions or indiscriminate monitoring. Use should respect data rights, public purpose, community context, proportionality and human review.

What a defensible territorial study records

Define the geographic boundary and decision; document source missions and licensing; align time periods; retain provenance through transformation; state the spatial support; compare against ground or administrative records; and report blind spots. A clear chain from observation to decision helps institutions challenge, revise and reproduce an interpretation.
